I have a Honda 1988 SB 50 and to me is a scooter.I had a BATAVAS VA and
have a 1980 SACHS 5051/A PRIMO.No more than 50 CC all,BUT are mopeds in
the eyes of Motor Vehicles in Delaware and I hope that stays.I have a
1980 Honda C 70 and it a Motor Cycle because 20 more CCs TOM K
