There is no real difference between moped and scooter tyres, other then
their size.
Because of the larger wheels, mopeds handle somewhat better then scooters.
Whether or not a tyre is better for rain, depends more on it's compound
then it's size.
If you're searching for a tyre that has most grip in the rain, don't try to
buy cheap.
Tyres with a soft compound are better, you can feel this by pressing your
nail in the surface. Downside of tyres with a soft compound is their faster
wear.
Michelin tyres are always good, just like Continentals.
