Dave,

Back in the 50's Sears marketed an outboard boat motor with "key adjustable"
horsepower. It was simply a lock on the throttle limiting how much the carb would

open. Apparently it was popular with boat rental agencies since they could set
the power of the motor to the knowledge level of the operator.

It strikes me you could simply adjust the throttle cable on your moped to limit
how much the throttle opens in the carb. It's not a key switch, but would be
simple and effective.
