When mopeds first came to the US shores,new rules and laws were written for them.Most , if not all STates made 50 CC the max engine displacement.Any more,in Delaware is MOTORCYCLE,and in other States also,I have a Cushman motor SCOOTER at about 200 CC,s and it is classed as a MOTORCYCLE and insured as such..I think you will fair far better in a vespa club.There are many of them,and they are MOTORCYCLES.JMHO May your day be blessed.
